Enrollment Service and Veterans Online Application
The Veterans Online Application (VOA) Service is the SOAP endpoint into the Enrollment System (ES) at the Health Eligibility Center (HEC). This service is only used for the health care application.
Note that there is another "Veterans Online Application" service, referred to as VONAPP, used by the education benefits claim application.

Outage Status and Maintenance Windows
"Production maintenance window is the third Saturday of each month. During ACA open enrollment periods, the downtime starts at midnight; during non-ACA periods it starts at 2pm and will go anywhere from 3 to 8 hours."
"Pre-prod (connected to from staging) maintenance window is each Wednesday 2pm CT, anywhere from 1-4 hours depending on what is going on that day. We do occasionally ad-hoc off-hours deployments to pre-prod in the evenings, just on an as-needed basis."

"No documented SLA for that service that I'm aware of."
Escalation Procedure
Most issues should be reported to Josh Faulkner (contact information below). Off hours production issues can be reported to NSD: http://vaww.itsupportservices.va.gov/anrhome.asp, but are generally low urgency and can wait until business hours.
Typically, we will start seeing 503 errors from VOA when an outage is ocurring. You can monitor the reachability and error rate on the External Services dashboard, using the es-e2e
metric.
